Obtaining Your Certificate

In Scotland, most building work needs a building warrant before it starts, and a completion certificate, accepted by the council, once it's finished. Without that acceptance, the work officially doesn't have sign-off, however well it was built.

What a completion certificate actually is

When work under a building warrant is finished, a completion certificate is submitted to the council's building standards department. They inspect, and if the work matches the warrant and the regulations, they accept it. That acceptance is the piece of paper solicitors, lenders and buyers look for, often years later.

Three ways the paperwork goes missing

Never submitted

The builder finished, everyone moved on, and the final certificate never went in. The council's file simply stops at the warrant.

The warrant lapsed

Warrants have a limited life. If the project ran long, the warrant may have expired before sign-off, and needs to be revived or reapplied for.

No warrant at all

Work done without a warrant can usually be regularised retrospectively. The council assesses it against the standards that applied when it was built.
